ok so ive noticed anyone over 100 posts automatically gets a title under their name saying they're a moderator but doesn't seem to get any mod powers. such as moving closing and editing threads as need be. Can you explain what this is about Tim?

No idea. Maybe just a title. I think that Tim should manually appoint moderators because it's his decision... instead of lots of people all deleting and closing threads.
